Japan Seeks Tighter U.S. Ties to Confront China
TOKYO — Japan’s defense minister said that he wants to revise guidelines that govern how the two allies would cooperate during a potential maritime clash with China. 

中國前資深外交官警告中日衝突

本周二,一位前中國高級外交官在香港發表演講時警告說,美國於1972年把爭議島嶼還給日本、而不是中國,在中日之間製造了一枚“定時炸彈”,而且現在有爆炸的危險。
這位前外交官是曾任聯合國副秘書長和中國駐日本大使的陳健。他說,美國應該約束日本,幫助中日之間就爭議島嶼問題進行談判。中國把爭議島嶼稱作釣魚島(Diaoyu),日本則稱之為尖閣諸島(Senkaku)。
陳健說,美國試圖利用日本對抗中國,並不惜冒出煽動日本軍國主義復活的風險。
他說,“美國正敦促日本在區域安全領域,而不只是在經濟領域,扮演更加重要的角色。這和日本右翼勢力的目的不謀而合。他們長久以來的夢想現在有可能得到實現。”

陳健在演講中還說,應該展開磋商,以尋找方法來降低中日巡邏船之間發生衝突的風險。雙方的巡邏船在島嶼附近海域的行使距離經常過近,從而帶來危險。這次演講由中國外交部組織,隨行者還包括6名中國外交官。

他說,一些中國人把島嶼問題視為“美國在中日之間埋下的定時炸彈,”他接着補充道,“這枚炸彈現在正在爆炸,或者即將要爆炸。”

美國曾放話說,如果衝突發生,美日共同防禦條約適用於這些島嶼。自從上個月爭議激化以來,中國政府一直嚴厲指責美國這一立場。

陳健說,“我期待美國會設法緩和緊張局勢”。陳健現任北京的人民大學國際關係學院院長。
雖然陳健現已從外交部門正式退休,但他的言論依然值得注意,因為它們代表了中國觀點的詳加闡述,而此時中國官員們對公開發表言論很謹慎。即將推出下 一屆中國高層領導人的共產黨代表大會將於11月8日召開。大會的臨近,加上中日兩國民族主義者日益施加的壓力,使得中日兩國就爭議島嶼只展開過短暫對話。

陳健提供了一份冗長的清單,羅列了中國就希望與鄰國化解緊張局勢而提出的相當具體的建議和保證。他說,“中國不會試圖挑起爭端,也不會首先挑起爭端。”

他指出,中國只向爭議島嶼海域派出了執行公務的海監船,而不是海軍戰艦。

陳健表示,中國的外交政策不會隨着十八大推出的新領導層而發生重大變動。“我認為這將是一次順利的交接,中國外交政策的主要原則在很大程度上會保持不變。”

陳健對爭議島嶼附近的中日巡邏船發生碰撞或其他衝突的危險表示尤其擔憂。他說,“迫切需要”建立雙方認可的“機制”來避免衝突發生。

自美國1972年把爭議島嶼歸還給日本以來,日本一直在管轄這些島嶼。中方說,中國曾與日本達成口頭協議,把日本通過1894-95年的中日戰爭從中國手中贏得的島嶼的未來主權問題,留待以後某個時間解決。

奧巴馬政府已經表示,在爭議島嶼主權問題上不採取立場,這是1972年以來,美國的一貫立場。

上個月,日本政府宣布,從一個擁有島嶼幾十年的私人家庭手中購買島嶼,之後,爭議問題公開爆發了。中國譴責購買行為是把島嶼“國有化”。日本爭辯說,那只是一個日本實體和另一個日本實體之間的買賣,沒有改變島嶼的地位。

當被問及中國是否對萬一發生的船隻碰撞有應急方案時,陳健說他不知道。他說,如今在中國外交部門工作會很難,因為中國國內很容易指責外交官們對日本“軟弱”。

最近,中日在爭議島嶼附近海域都派遣了自己的巡邏艦,而且還派遣了針對對方船隻的巡邏艦。日本海上保安廳(Japanese Coast Guard)和中國國家海洋局分別在周二發表聲明,宣稱自己的船隻已經要求對方的船隻離開該海域。

中國總理溫家寶和日本首相野田佳彥(Yoshihiko Noda)都計劃參加於下周在老撾舉行的一個會議,但據日本新聞媒體周二報道,兩國領導人沒有為解決分歧而坐下來正式會談的計劃,雖然他們可能會在走廊里非正式會晤。
