我們已有林懷民等資助藝術家去各國的辦法實施多年。

慈善團體可考慮"發給台灣青年日本新幹線旅遊劵"的方式，鼓勵諸如 Gap Year 等旅日開眼界之旅。

日本新幹線籍發達，應該可以買到極微價格合理的票劵；

另外，日本中小學生來台灣畢業旅行之風，歷史悠久，可"交換"新幹線票劵......
